How To Get An AMS or Medical Cert? | 2026 PMA Rules | MOBOT

šŸ“£ LATEST UPDATE: Certificate of Medical Need Required for Users of Mobility Scooters, Unless Exempted

Finalised by LTA on 3rd February 2026, theĀ newest PMA rules require users of mobility scooters who are not exempted and want to continue using a legal mobility scooter to obtain a Certificate of Medical Need (CMN).

āœ… E-Wheelchair users no need medical cert or device registration

To obtain the CMN, users need to go through the Assessment for Mobility Scooter (AMS) through their regular doctors or selected General Practitioners (GP) or Occupational Therapists (OT).

🧾 AMS: Only Available From 27 Feb 2026.

Users to not need to rush to get the assessment as it is only available from 27 Feb 2026 at selected clinics. This rule for mobility scooters will only be implemented on 1st June 2026, so eligible users have 4 months to apply for this assessment.

Step 2: Call and book an appointment

  • Ask about AMS and if they can help you submit the digital form to LTA
  • If not, print and bring the assessment form

Step 3: Submit Certification Form to LTA

šŸ¤” Next Steps: To Register Existing Mobility Scooters or Not?

To users of mobility scooters, no, for now. However, you may register your interest here.
To retailers of mobility scooters, yes. MOBOT will register all by 1st June 2026.

Phase 1:

For now, LTA willĀ only require all mobility scooters sold by retailers to be registered by 1st June 2026. By then, all non-registered mobility scooters that are sold, displayed and advertised by retailers will be impounded.Ā 

  • Registered = Speed, Size and Design Compliant PMAs, HSA Registered, Whitelisted with LTA, affixed with Registration Mark, Identification Mark, OneMotoring Ownership

Phase 2:
From Mid-2027, LTA will deploy roving stations at community touchpoints to facilitate registration by existing owners of legal PMAs.

Current Design Rules That Apply

  • 1 seat, 1 footboard, 3 or more wheels, steered by handlebars, propelled by motor

#1 Speed Limit: Max 6km/h forĀ all motorised PMAs ā²

  • Only applies to electric wheelchairs and mobility scooters
  • Existing legal-speed motorised PMAs can continue to be used until end-2028,Ā but must travel no faster than 6km/h on paths

#2 Dimensions Limit šŸ“

  • Applies to all manual and motorised PMAs
  • 120 (L) x 70 (W) x 150 (H) cm, 300kg max laden weight (including user)
  • Exemptions may be granted for medically necessary oversize PMAs

#3 Certificate of Medical Need (CMN) šŸ“‹

  • What: Paid assessment at selected clinics for mobility scooters only
  • When: Available from 27 Feb 2026
  • Who:Ā Users of Mobility Scooters Below Age 70
  • Exempted:
    • Seniors age 70 and above
    • PMA grant beneficiariesĀ 
    • Applicants of selected MOH disability schemes who have been assessed with ADL needs

#4 Mobility Scooters To Be Registered 🦼

  • Phase 1 Retailer Registration: Now Until 1st June 2026
    • LTA will only require mobility scooters sold by retailers to be registered first
    • By 1st June 2026, all mobility scooters that are sold, displayed or advertised by retailers MUST be registered
    • From 1 Jan 2029,Ā only retailers can register mobility scooters
  • Phase 2 User Registration: From Mid-2027
    • Existing owners of legal mobility scooters can register devices at community touchpoints when roving stations are deployed
    • Submit interest for registration here
    • Deadline for registration: 31 Dec 2028

#5 Prohibit the keeping of non-UL2272 e-scooters 🚫

  • i.e. illegal to keep "PMA Lookalikes", oversized "PMAs", "PMAs" with more than one seat etc.
  • Such devices are now classified as PMDs, and if they do not possess the UL2272 fire safety standard, it will be impounded.
